These notes were commenced at 2130 hours at WOOD GREEN CUSTODY, body worn video was viewed prior to writing this statement and has been exhibited at FAS/01
I am a Police Constable
within the Metropolitan Police Service Territorial Support Group based at
Chadwell Heath Traffic Garage. I am
an experienced officer having joined the Metropolitan police service in 2017
and moving to 3 area TSG in April 2024
As a Police officer. I
undertake yearly training in Officer Safety demonstrating restraints, holds and
strikes of approved techniques as well as Emergency Life Support training so
that I can assist anyone who is in need of emergency
medical attention.
The police use of force is justified under both Section
117 PACE 1984, Section 3 of the Criminal Law
Act 1967 and Common Law.

On TUESDAY 26th AUGUST 2025 I was
on duty in full uniform attached to U343 in a marked police carrier on
commissioners reserves in NA BCU.
We were on route to an
arrest enquiry to 280 DURANTS ROAD EN3 7AZ to arrest Simon CORDELL 26/01/1981
where he had breached his bail conditions on 17/08/25 for failing to make
himself available upon a visit at 2115 hours and for a battery breach on 20/08/2025
where his tag had depleted at 0218
hours. Before we was on route
I conducted all the checks and on the police system and replayed all the
information to my colleagues on the breach conditions and background checks on
CORDELL. It showed that CORDELL a lot of previous
dealing with the police and he flashed suicidal, self-harm and Ailment.
We arrived at the address at 1945 hours myself PC
DECHAMPS, PC CHEUNG, PS WARD and PC AFREH- MENSA JNR made our way to the door
as I got there I knocked on the door as we was waiting for answer we could hear
two males talking inside PC DECHAMPS stated “CAN YOU OPEN THE DOOR” a male
occupant inside stated “WHAT DO YOU WANT” to where I replied “IT’S THE POLICE
WE NEED TO SPEAK TO SIMON” the male occupant stated “WHAT DO YOU NEED TO SPEAK
TO SIMON?” then another male voice stated “DON’T OPEN THE DOOR ITS THE
POLICE THEY WILL ARREST ME”. We asked
several times to the occupants to open the door, then a black male wearing a
green NHS uniform opened the door
slightly and stated “EXCUSE ME WHAT DO YOU WANT?” PC
DECHAMPS explained to him that we had to speak to Simon, I now know the male to
be Earl who is Simon’s father,
he was being very obstructive and would not let us into the property and speak
to Simon. Earl kept asking why we was here to speak to Simon; we explained that
Simon was an Adult and that if he let us into the property or let us speak to Simon we would be able to explain. As we was trying to
Explain why we was there the other male in the property was light skinned male
wearing a grey t-shirt and dark trousers who I now know to be Simon CORDELL, he
was shouting in the back while Earl was holding the door half way “DON’T LET
THEM IN” both males was being very obstructive and was refusing to let us.
CORDELL kept saying he has been in the house every day and the Tag company came yesterday. PC DECHAMPS explained the we could enter by force under Section 7 of the bail Act
1976 and also under section 17 Police and criminal
evidence act.
Earl was still holding the door and both males was trying to push the
door against PC DECHAMPS at that point myself and PC DECHAMPS entered the
property under Section 17 Entry, nominated power from section 7(3)(b) Bail Act 1976, as we entered CORDELL started to move back and a slight run into

the front room, as he was moving back
he raised his right arm towards PC
DECHAMPS and assaulted in him the
left side of his shoulder. At that point PC DECHAMPS grabbed CORDELL as he was
resisting and manged to get him onto the sofa to detain him. I quickly ran and assisted PC DECHAMPS I grabbed held of CORDELL’S right arm to try and detained him as
he was aggressively resistant and was tensing his body, PC CHEUNG and PC
AFREH-MENSA JNR also came and assisted to detain CORDELL, he was then arrested by PC DECHAMPS for
breaching his bai. I tried to keep hold of his right arm as he was very strong
so I had to struggle to keep him detained with the help of my colleagues so I
can get my handcuffs out and secure him, I then manged
to get my handcuffs out and passed them to PC DECHAMPS where CORDELL was then
placed in handcuffs and secured.
We got CORDELL up off the sofa and stood him
up and made sure he was alright, he was further
arrested for Assault on emergency worked by PC DECHAMPS.
Whilst we was witing for the van I went into the kitchen and spoke to
Earl where I gave him all the details of the breached
and explained t him as to why we was here.
The van turned up CORDELL was taken to WOOD
GREEN CUSTODY and the went back into the address with
PS WARD where we explained again the details of the breached
and I then left the address.
These notes was completed at 2233 hours
at WOOD GREEN

tackling serious public order offences and proactive policing, targeting
violent crimes involving weapons and
drugs on a day to day basis.

the 17th August 2025 he has failed to make self available upon visit, and on the 20th August 2025 at 02:18hours there has been a battery breach.

Upon arrival, I
have knocked at the door to the address, I could hear voices coming from inside
although mumbled I could make out what I believe to be two male voices. I have heard
one of the males say who is it, I have responded saying it is the police, I
have then heard from behind the closed door someone say what do you want. I have then asked for
them to open the door, and I would speak to them. On saying this, I have heard one of the male voices say words to the effect of ‘don’t open the door,
they are going to arrest me’. The door has then been opened, and I have
seen a IC3 male, with a bald head at the door the IC3 male with a bald head has
appeared to be trying to hide whom was behind him as he has tried to keep the door half closed. I have asked to speak with Simon, I have
then seen another male popped from behind the IC3 bald male, who I instantly recognised from a custody image that I have viewed on way
to the address. I have asked to come
past the IC3 male, but he has continued to stand in between myself and Simon at
this point I have closed the gap so that the door could not be closed. I could
feel straight away that the door was being pressed against me as if it was
being tried to shut on me. I have
continued to try and reason with the IC3 male, but he has remained in the way
asking why we was there, I have tried to explain that we were here to speak
with Simon, and that because he was an adult I would
need to speak with him directly. Whilst
speaking with the IC3 male who I have noticed was wearing a NHS uniform on some
descript, he has throughout continued to push the door against me, and at times
Simon has joined him as well. I have
tried to speak with Simon but throughout he has been shouting, a lot of which I
could not make out as I was also being spoken at by the IC3 male. I have tried to keep my eyes on Simon, as
I was mindful of him running out of the back and also
the possible consequences of him running inside where he could possibly arm
himself with a weapon. I have stated
to them both that I could use force to
gain entry if needed but did not want to do this and have
throughout tried to reason with them both. After a minute or two, and on Simon appearing to become further
agitated I have pushed past the IC3 male to take control of Simon. On doing this I thought that the risk
posed to myself, and colleagues has raised to a high
risk, I have that Simon was planning to do something to myself in trying to get
away. I have seen that behind where
Simon was going towards was a kitchen where
there are multiple weapons available. I have chased

after Simon, to arrest him for the breaches where on doing so Simon, has flung his right arm towards me when I have gone to grab him which has hit me on the left shoulder area. I have immediately then taken control of Simon where I have taken him to the floor but landed on the sofa, where have shouted at him several times to calm down, Simon was continuing to resist officers. I have at 1950hours, told Simon ‘YOU ARE UNDER ARREST FOR BREACH OF BAIL’ I have then cautioned Simon. I have been unable to explain the full circumstances to Simon at this time due to his behaviour and resisting officers and fighting with us putting him into handcuffs. After a short time and with the assistance of other officers, Simon as been placed into handcuffs in a rear stack position where they have been doubled locked. Once under control we have stood Simon up where I have then explained why he was under arrest and provided the dates as mentioned above. I have also at this time arrested Simon for assault on an emergency worker as when trying to detain him he has swung out at me hitting me. Throughout Simon has persisted in acting verbally aggressive towards officers and even when in handcuffs he has continuing to tense up where it was necessary to control Simon. When speaking at officers and being animated spit has come from Simon’s mouth, I have controlled Simon and forced his face away from me. I have warned Simon about this. I have asked Simon if he needed his shoes, and a jacket and any other property which he has asked for.
I have entered the property using Section 7 Bail Act, and Section 17 PACE to effect entry to arrest a wanted person.
Simon has been taken a caged van that had been requested that was waiting outside. Before placing Simon into the caged van, I have checked his handcuffs and loosened these as when initially placed on this was during a struggle. I have doubled locked them again. Simon has then been conveyed to Wood Green custody where the facts of the arrest have been relayed to the custody Sergeant who has authorised Simon’s detention. I have had no further dealings with Simon after this.
Both Simon and the
IC3 male, from opening the door to leaving was extremely obstructive towards
police.
